【國際論壇】凝聚全球專家實務經驗與政策洞見 International EMI Forum Gathers Global Experts’ Practical Insights and Policy Perspectives

The College of International Culture, Education, and Foreign Affairs at Wenzao Ursuline University of Languages held the International Forum on EMI (English as a Medium of Instruction) on June 13–14, 2025. The event brought together bilingual education experts and scholars from the UK, Spain, Japan, and Hong Kong to discuss global trends and practical insights in bilingual education, aiming to inject fresh perspectives and international vision into the development of bilingual education in Taiwan.

The forum officially opened on the morning of June 13, with a keynote session featuring Dr. Bertha Du-Babcock (Chair Professor, Department of English, Wenzao), Prof. Anne Peirson-Smith (Northumbria University, the UK), and Prof. Hiromasa Tanaka (Honorary Professor, Meisei University, Japan). The trio discussed how EMI can enhance students’ global competitiveness through the lens of professional intercultural communication.

The afternoon session started by renowned bilingual education expert Prof. Angel Lin (The Education University of Hong Kong), who introduced the concept of Prompt Engineering in generative AI to boost students’ expression and critical thinking in the field of English for Academic Purposes (EAP). Next, Prof. Michael Byram, an internationally acclaimed scholar in intercultural communication, shared insights on developing Academic Intercultural Communicative Competence for students engaged in overseas academic study. Prof. Víctor Pavón Vázquez (University of Córdoba, Spain) provided an in-depth analysis of current developments and challenges in Spain’s bilingual education, followed by Prof. Ken Lau (University of Hong Kong), who examined language policy formulation and strategic integration in higher education institutions.

On June 14, the focus shifted to practical EMI teaching experiences. Prof. Hsiung Chou (Department of Physics, National Sun Yat-sen University) opened the session with a humorous and insightful sharing of his EMI teaching journey. He was followed by Prof. Ming-Chang Cheng (Department of Business Administration, National Chung Cheng University) and Prof. Yuan-Ming Chiao (Department of International Affairs, Wenzao), who provided concrete EMI teaching strategies from their respective academic disciplines. The session concluded with Angela Chi Kuen Chan and Agnes Tang from Wenzhou-Kean University, who shared their experiences in implementing and advancing bilingual education at their institution.

The forum’s final panel featured a roundtable discussion with six experts—Dr. Bertha Du-Babcock, Prof. Anne Peirson-Smith, Prof. Hiromasa Tanaka, Prof. Angel Lin, Prof. Víctor Pavón Vázquez, and Prof. Ken Lau—who engaged in a comprehensive dialogue synthesizing insights from the two-day event. Their exchange of ideas not only sparked innovative perspectives but also contributed to deepening and broadening the practical and policy pathways for bilingual education in Taiwan.

Wenzao Ursuline University remains committed to enhancing the quality of bilingual education and aligning with international standards. Through international forums like this, the university aims to play an active role in supporting Taiwan’s 2030 Bilingual Nation policy goals.

 

文藻外語大學國際文教暨涉外事務學院於114613日至14日盛大舉辦「國際EMIEnglish as a Medium of Instruction)論壇」,邀請來自英國、西班牙、日本與香港等地的雙語教育專家與學者齊聚一堂,探討全球雙語教育趨勢與實務經驗,為臺灣雙語教育發展注入新思維與國際視野。

論壇於613日上午揭開序幕,首場由英國語文系客座教授杜素琴(Dr. Bertha Du-Babcock)、英國諾桑比亞大學(Northumbria UniversityAnne Peirson Smith 教授以及日本明星大學(Meisei University)榮譽教授 Hiromasa Tanaka 聯袂主講,從專業跨文化溝通的角度出發,探討如何透過全英文授課強化學生的國際競爭力。

下午場次則由香港教育大學著名雙語教育專家 Angel Lin 教授開場,她介紹如何運用生成式AI中的提示工程(Prompt Engineering),提升學生在學術英文(EAP)領域的表達與思辨能力。隨後,國際知名的跨文化溝通學者 Michael Byram 教授分享學生在海外學術學習中應具備的「學術跨文化溝通能力」(Academic Intercultural Communicative Competence);接著,西班牙哥多華大學(University of CórdobaVíctor Pavón Vázquez 教授則深入剖析西班牙雙語教育的現況與挑戰;最後,香港大學 Ken Lau 教授探討高等教育中語言政策的制定與組織整合策略。

614日上午場聚焦於EMI教學的實務分享。首先由國立中山大學物理系周雄教授以風趣幽默的方式分享其全英文授課經驗,接著由國立中正大學企業管理學系鎮明常教授、文藻外語大學國際事務系焦源鳴教授,分別從不同領域提出具體的EMI教學策略與應對方式。最後,由來自溫州肯恩大學的 Angela Chi Kuen Chan Agnes Tang 老師介紹該校雙語教育的推動經驗與成果。

論壇最終場則由六位專家——杜素琴教授、Anne Peirson Smith 教授、Hiromasa Tanaka 教授、Angel Lin 教授、Víctor Pavón Vázquez 教授與 Ken Lau 教授共同進行綜合座談。透過兩天豐富的交流與深度對話,論壇不僅激盪出眾多創新觀點,更有助於深化與拓展臺灣雙語教育的實踐路徑與政策規劃。
