國內對釣魚臺列嶼及南海議題學有專精之學者專家、國立中山大學中國與亞太區域研究所國際會議與會外籍學者，以及有興趣之大學院校同學與社會人士。

全案要旨：

配合國立中山大學中國與亞太區域研究所國際學術研討會，邀請與會外籍學者，會同國內專家，針對當前國家安全重點議題，推演狀況處置，規整發言要點，俾供政策參考。本次研討會將以全英語推演。

Scenario for the South China Sea ADIZ Diplomacy

Exercise Date and Time: November 16, 2014, 1300-1730

Venue: Wenzao Ursuline University of Languages

Exercise Purpose and Scenario Description:

This scenario is designed for exercising the policy discussion on a hypothetical situation in the South China Sea. By introducing a scenario of an air defense identification zone is defined by the People’s Republic of , what are the possible measures and policies that all parties concerned will be taken can be examined through delivering statements and possibly debating by the participants. Participants are asked to play different roles such as foreign ministers of specific countries or other equivalent senior executives in the host state government. Positions for various states involved in this regional issue can be presented and further elaborated. Inter-agency policy reconciliation and collective effort for coping with the security challenge may also be indicated by the participants involved in this politico-military war-game.

Two Sections are included in this scenario. There are “Diplomacy before Conflict” and “Diplomacy after Conflict” by order.
